Who really is wakasa rumi and the shogi player that was shown, she really is a mystery, did the shogi player appear previously.

I thought the one who killed the guy and zenda sensei was a different person, didn't notice her name the first time.

nothing that is untagged here is spoilers folks. it is all info revealed in previous canon anime episodes!

the shogi player's name is Haneda Kōji. at some point Haneda Sr. (Koji's father) was friends with Akai Tsutomu. he was Mary Sera's husband and father to the three Akai kids: Shuichi, Shukichi (who changed his family name to Haneda either through adoption or some other brother relationship to Koji), and Sera Masumi (who uses her mother's family name).

supposedly, 17 years ago Koji was killed in America after participating in a Western Chess tournament. he was a good player of that game as well as shogi. in the same hotel the same day a rich fan of Koji's Amanda Hughes was also killed. at the scene of Koji's murder was a vanity mirror/hand mirror that after Koji broke it the letters on the mirror led Shuichi, Conan, Mary and Masumi to think that Mrs. Huges' bodyguard Asaka was also the BO #2 Rum and killed both people with the ATPX drug, or by other means.

the ATPX link is because Haibara remembered a 'confirmed kill list via ATPX' during her time in the BO that had Haneda Koji's name on it.

Gin himself has also referred to "That 17-year-old error of Rum's? Why should I clean up his mess?"

additionally, Shinichi's dad Yusaku thinks a further interpretation of the broken mirror letters is Carasuma aka the Karasuma Renya who's the richest person in Japan, and possibly the BO leader.

so yeh, he's an important backstory character. :D and Rumi knows SOMETHING about him. :D
